In the past, many law enforcement departments paid only lip-service to civil liberties. Officers were often called upon to do things that did not sit well with the way they had been raised. Simply put, inept and forceful policing was very stressful for law enforcement officers and members of the public alike. There had to be a better way . . .
Compliance & Control (C&C) training is designed to promote the citizen’s interest in being treated with dignity & respect, balanced evenly against the officer’s interest in returning home safely. This is achieved by teaching officers how to:
Correctly represent their departments when dealing with the public.
Generate voluntary compliance and come home safe after work.
Be in a relaxed state of vigilance at all times.
Use conflict resolution techniques and avoid violent confrontations.
Apply reasonable & necessary force options if violence is unavoidable.
Appropriately use equipment issued to them for the purposes of protection and restraint.
Ethically intervene into the inappropriate behaviour of fellow officers.
Whereas old-style officers were often taught to be “heavies” with limited human relations skills, the C&C concept teaches them to equip and maintain a toolbox of options, enabling them to apply the ARM approach to confrontation: Avoid it – but if you can’t, then Resolve it – but if you can’t, then Manage it. C&C attendees are not only taught the attitude and behaviour expected of them and how to use available force options – but also when it is appropriate to do so – giving them and effective grounding in the management of force.
C&C promotes the importance of environmental awareness and professional presence, thus stressing avoidance. Pivotal to C&C is the practical conflict resolution system known as Tactical Communication (Verbal Judo), for situations when avoidance tactics are ineffective. However, becausewords do sometimes fail, officers need a set of management tools, ranging from empty hand, pepper spray, baton, to lethal force options – plus a set of rules governing their judicious use.
